INTERNAL COMPLAINT COMMITTEE (ICC)

In compliance with the Supreme Court Judgment and guidelines issued in 1997 to provide for the effective enforcement of the basic human right of gender equality and guarantee against sexual harassment and abuse, more particularly against sexual harassment at work places the University Grants Commission (UGC) has issued circulars and insisting the enactment of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal Act Sexual Harassment Act in April 2013) to all the universities and colleges affiliated to it advising them to establish a permanent cell /committee and to frame guidelines to combat sexual harassment, violence against women and ragging at the universities and colleges. It has further advised them to be proactive by developing a conducive atmosphere on the campus, where the women are respected and they are treated with dignity. As per the guidelines of UGC and the Supreme Court, a Committee against Sexual Harassment/ (ICC) Internal Complaints Committee at as been established to provide a healthy and congenial atmosphere to the staff and students of the College.

OBJECTIVES OF THE ICC

The objectives of the Internal Complaint Committee at J.N. Government Engineering College, Sundernagar includes:

  • To facilitate a gender-sensitive and congenial working environment at this college, so that women employees and female students are not subjected to gender specific discrimination or sexual harassment.
  • To heighten awareness and sensitivity to this important issue amongst all concerned

WHAT CONSTITUTES SEXUAL HARASSMENT

The definition of sexual harassment in the Sexual Harassment Act is in line with the Supreme Court's definition in the Vishaka Judgment and includes any unwelcome sexually determined behaviour (whether directly or by implication) such as:

  • physical contact and advances
  • Demand or request for sexual favours
  • Sexually coloured remarks, showing pornography
  • Or any other unwelcome physical verbal or non-verbal conduct of sexual nature

PROCEDURE TO FILE/REPORT A COMPLAINT:

  • The complainant will have to submit a written and signed complaint addressed to the ICC.
  • Any woman employee academic/ non-academic (including contractual, casual and temporary) and female student of this college can approach the ICC.
